The emperor revesed can signal a few situations with falling out of their authority. One one hand, their authority turns into an iron grip. Maybe they rose to power with the best intensions, but they have lost their principles along the way, and they need to remember why they sought power in the first place. On the other hand, it may signal falling out of power. The foundations which you have built is starting to crumble. It may be time to return to the fundamentals you once laid down, or abondon a lost cause.
